In order for a product or appliance to qualify for the ENERGY STAR® label it has to meet or exceed federal energy-efficiency and quality guidelines without sacrificing performance. These guidelines are determined by the U.S. Department of Energy within the Federal Energy Management Program, and can be seen at http://www1.eere.energy.gov/femp/procurement/eep_requirements.html.
